City Council Regular Meeting — 09/13/04 <br />DRAFT Minutes - Page 22 <br />and continued entitlement to make amendments as deemed fit, <br />whether setting forth new definitions or new rules. <br />Councilmember Ihlan reiterated her concerns and opined that the <br />City would limit their options if they made policy decisions prior <br />to making a ruling on this issue. <br />[9.1] Schroeder moved, Klausing seconded, adoption of <br />Resolution No. 10241 entitled, "A Resolution Approving an <br />Amendment to the Comprehensive Plan Map Designation from <br />Shopping Center (SC) and Limited Business (LB) to Business <br />(B) for Property located at 1515 County Road B and 2194 State <br />Farm Road (PF 3591)." <br />Mayor Klausing called for City Manager Beets to perform a roll <br />call vote. <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder and Klausing. <br />Nays: Ihlan. <br />Motion adopted. <br />[9.2] Schroeder moved, Maschka seconded, approval of the <br />Preliminary and Final Plat combining seven parcels into two <br />reconfigured lots; specific easements (utility, drainage and <br />sidewalk) required by the Public Works Department; and the <br />dedication of a 50' public right-of-way, based on the comments <br />and findings of Section 5, specifically 5.10 to 5.17; and subject <br />to the conditions listed in Section 7 of the project report dated <br />September 13, 2004; contingent upon completion of a <br />Subdivision Development Agreement for new public <br />infrastructure and public easements prior to the issuance of any <br />permit. <br />Councilmember Ihlan and City Attorney Anderson discussed <br />specific language related to interim ordinances for use of a <br />moratorium and implications related to subdivisions, preliminary <br />and final plats. <br />Councilmember Ihlan requested that the City Council consider <br />implementation of an interim moratorium ordinance. <br />
