City Council Regular Meeting — 09/13/04 <br />DRAFT Minutes - Page 29 <br />2005 voter bond referendum for parks improvements (PIP), and <br />in the meantime authorizing a$150,000 tax levy for park <br />improvements in 2005." <br />Mayor Klausing noted that the Council needed to determine what <br />the public would support for a Levy increase; and what the City <br />Council could realistically expect the taxpayer to pay. <br />City Manager Beets Neal reviewed his original recommendation <br />and the Park Improvement Fund (PIl') from a historical <br />standpoint over the last few years. Mr. Beets noted that staff and <br />the Parks and Recreation Commission needed to go through a <br />strategic planning process to assess long-term needs of the <br />department's facilities and properties to effectively determine the <br />long-term needs, prior to bringing a bond issue before the voters <br />via referendum. <br />Discussion ensued regarding the structural issues before the <br />Parks and Recreation Department and the need for additional <br />sources of funding for 2005. <br />Mayor Klausing requested that, if he were to proceed with the <br />proposed maximum, not-to-exceed Levy increase, the City <br />Council commit to look at several other revenue source ideas. <br />Mayor Klausing also asked that the Council consider City <br />Manager Beets' original recommendation, identified as "Council <br />Action Recommendation #22: Council motion approving <br />[disapproving] a feasibility study to create a city franchise fee <br />effective January 1, 2005, for electric and gas utility lines in <br />public rights-of-way with the proceeds to be deposited in 2005 to <br />the City's General Fund with a study undertaken in 2005 to <br />consider dedicating those funds to undergrounding above-ground <br />electric utility lines on public and private property."
