City Council Study Session — 09/20/04 <br />DRAFT Minutes - Page 4 <br />additional half-day funding if they chose that option; current <br />contract with the YMCA on school sites for students who are <br />younger than kindergarten age and potential for internal staffing; <br />free transportation as per State law for students two (2) miles or <br />more from the School, and fee-based for those within two (2) <br />miles of the School if using bus transportation. <br />Further discussion included intended uses for "repurposing (i.e., <br />Special Education, Alternative Learning Centers) rather than <br />leasing off-site space; funding based on per capita rather than <br />building use; potential reconfiguration of moving Grade 6 back <br />to the elementary level, and consolidating middle school student <br />grades rather than current breakdowns (i.e., K-5, 6-8, and 9-12); <br />and other options to consider. <br />Mayor Klausing thanked Dr. Witthuhn and Ms. Sager for their <br />attendance and information for Council consideration in future <br />planning community-wide. <br />Dr. Witthuhn thanked Mayor Klausing, the City Council and <br />members of the public for their support and encouraged <br />communication as the School Board dealt with defining criteria <br />and the emotions involved in the decision-making process. <br />Staff Award Acknowledgment Staff Award <br />Mayor Klausing read an announcement regarding the Minnesota <br />GIS/LIS Consortium's recent Pola�is Leade�ship Awa�d to <br />David Windle, the City's Geographic Information Systems <br />(GIS) Coordinator. The Pola�is Leade�ship Awa�d "recognizes <br />mid-career GIS professionals who demonstrate a beacon of <br />energy and creativity that inspires and guides the membership." <br />4.
