Ms. Pederson <br />recognized that no one wanted a"big box" in their <br />neighborhood, but noted that with the freeway access, it <br />was more than likely that the site was a prime retail draw. <br />Ms. Pederson encouraged the community to look at the <br />long-term benefits to the city, school districts, and business <br />community. <br />Recess <br />Mayor Klausing recessed the meeting at 8:28 p.m. and <br />reconvened at 8:41 p.m. <br />Mayor Klausing thanked Mr. Sands for his willingness to hold <br />comment until after the brief recess. <br />M. A1 Sands, 2612 Aldine Street N <br />Mr. Sands provided his written comments, consisting of <br />his personal comparisons and interpretations of Twin Lakes <br />Financial plans from the August 9 and September 13 <br />Council meetings and presentations provided by Mr. <br />Casserly, along with comments related to the use of public <br />subsidies. <br />Mr. Sands expressed his opposition to the use of public <br />subsidies to build more retail in Roseville, opining that it <br />did not serve any justifiable public purpose. <br />Mr. Sands questioned the integrity of Mr. Casserly's <br />projected assumptions and financial analysis. <br />Mr. Sands urged Councilmembers to reject the financial <br />plan as not being financially feasible, and to hold off for <br />several years to get what the City wanted, office and <br />residential development. <br />N. Tim Kotecki, 3078 Mount Ridge Road <br />Mr. Kotecki addressed several concerns related to impacts <br />to the area, including increased traffic estimated at an <br />additional 61 %; and referenced a recent newspaper article <br />regarding shopping scenarios and the addition of retail <br />
