Memorandum Date: September 15,2004 To: Neal Beats, City Manager Margaret Driscoll, AdministrativeAssistant I�'��r Klausing, City of Roseville From: Sheila Stowell, Recording Secretary � Subj ect: Request for Review of August 16,2004 City Council Study Session Meeting Minutes As you recall, at the September 13,2004 regular Council meeting, during Public Comment, John Kysylyczyn questioned the accuracy of the August 16,2004 City Council Study Session meeting minutes related to the time of adiournment. Mayor Klausing directed City Manager Beets and me to review our notes regarding this matter. Please note that I only have access to the DRAFT minutes as submitted to staff, as I do not keep a copy of the minutes reviewed by staff and presented to the City Council for final approval, after their approval by the City Council. I have confirmed by my notes that the public portion of the meeting was recessed at 9:45 p.m. At the portion of the notes ending my participation, I had anticipatedthat the City Attorney or City Manager would add a brief summary statement, stating the nature or purpose of the closed Executive Session to ensure compliance with Closed Meeting Laws, and indicating the adjournment time of the meeting. (Refer attached DRAFT of applicableportion, August 16, 2004 meeting). This time was listed as 10:15 p.m., which seemed reasonable, but I have no way to verify that time. This summary was actually given verbally by Mayor Klausing at the August 23,2004 regular Council meeting. (Refer attached DRAFT of applicable portion, August 23, 2004 meetin�. I made aat assumption at that time that this constitutedthe summary, and acceptedthis as the indication for no mention of the summary in the August 16,2004 final minutes.
