protected water. In addition, there may be a requirement by the DNR to construct replacement <br />wetlands for the areas of wetland that are excavated out to act as storm ponds. We have estimated <br />that the cost of an EAW would be approximately $20,000, and the cost to construct replacement <br />wetland could double the cost of the project. As a result we are exploring alternatives to the 1993 <br />design that could include the construction of a portion of the water qualityimprovements south of S. <br />Owasso Blvd. We will be working with the Parks and Recreation Department and surrounding <br />property owners to determine how this would fit in with plans for the future use of the park. <br />This is specialized work that will require watershed computer modeling as well as wetland delination <br />and permitting, so we have requested proposals from five engineering firms to prepare plans and <br />specifications. The five firms we receivedproposals fi-�m are: Bonestroo, Anderlik andAssociates; <br />Barr Engineering, HR Green, SEH, and URS, Inc. After reviewing their proposals, staff <br />recommends that we engage SEH at a cost not to exceed $26,000. In addition to their firm being the <br />most competitivelypriced, they also performedthe wark for both the 1991 Lake S w e y and the 1993 <br />FeasibilityStudy and are very knowledgeable about the proposed project. <br />Financial Implications: The 1993 Feasibility report estimated the costs for construction of these <br />water quality ponds at $103,000. After adjusting this cost for inflation and energy costs, this <br />estimatewould increase to around $150,000. All costs for this project will be paid for using storm <br />water infrastructure funds. <br />Staff Recommendation: Staff recommends approval of a professional services contract with SEH, <br />Inc. for final design, plans and specifications for LadyslipperPark Water Qualitylmprovements. <br />RECOMMENDED COUNCIL ACTION: <br />Motion to approve the attached contract with SEH for engineering services, final design, plans and <br />specifications for LadyslipperPark Water Quality Improvements. <br />Prepared By: Debra Bloom <br />
