L

7

Policymakers must consider multifamily housing in light of other forces at work in the
city, such as the employer population. There are many employers that provide living-
wage jobs in Roseville that seek employees with the right match of skills and experience.
Multifamily residents play an important role in defining the local labor pool for retail and
commerciaUindustrial businesses. It is important that Roseville employers maintain
access to a qualified labor pool so they are not compelled to relocate to another city (and
take their tax base with them). A strong community provides a variety of housing that is
affordable to the people who work there.
l B.
