In particular, you asked whether the <br />City's use of purchasing cards complies with pertinent state laws. <br />Before addressingthe specifics of State law regarding the City's compliancewith the <br />statutory requirements for the disbursement of funds, it is important to have an initial <br />understandingof what is generally required. The general scheme under MinnesotaStatutes is <br />as follows: a city receives a written claim for payment; the city council reviews and approves <br />payment of the claim; the mayor and manager draw an orderl upon the treasurer for the mount <br />of the claim; the treasurer signs the order which authorizes the disbursementof City funds to <br />pay the claim. � This general scheme is subj ect to other state statutes and the delegation of city <br />council authoritywhich is discussed below. <br />The question raised focuses on Statutes sections 412.271 and 412.741. Therefore, it is <br />important that we explain what specifically is required under these statutes and how we believe <br />���._,. � r��� <br />° An "order" is generally a numbered document in the form of a check.
