I. Other importiant budget-related policy questions only the City
Council can answer through motions, but not necessary to achieve
structural operating balance in 2005:
9. Is the City Council going to deal with the accumulated $1.2 million deficit in
the Parks and Recreation Department and the internal loan created by the
City Council in the mid-1990's to cover those deficits? ❑ Yes ❑ No If Yes,
does the Council want to deal with that accumulated deficit and loan by:
a. Writing off and forgiving that internal loan? ❑ Yes ❑ No Note:
REQUIRES A COUNCIL MOTION, NOT SOMETHING STAFF CAN
DO ADMINISTRATIVELY
b. Selling some or all of the city lots on South Owasso Street or on Woodhill
and Western? ❑ Yes ❑ No Note: REQUIRES A COUNCIL
MOTION, NOT SOMETHING STAFF CAN DO ADMINISTRATIVELY
c. Is there some other approach to this internal loan that Council prefers?
❑ Yes ❑ No Note: Doing Nothing about this issue obviously requires
no Council motion. If Council chooses not to deal with this issue for 2005,
then that internal loan will continue to be reported on the financial boolcs
and records of the City and any additional operating deficits in Parlcs and
Recreation will continue to be added to that internal loan.
