� 7.2 The Master Plan included several important goals and policies to assist developers and staff <br />implement the redevelopment of the Twin Lakes site as follows: <br />The comme�cial indust�ial goals and policies of the City of Roseville a�e desc�ibed in Section 3 of the <br />Comp�ehensivePlan. The b�oadplanningp�inciples that we�e used in the Twin Lakes Renewal P�ocess <br />include the following.• <br />�� C�eate a buffe� to p�otect and enhance the public enjoyment of Langton Lake <br />�� P�otect the �esidential neighbo�hoods with less int�usive land uses <br />�� C�eate a livable envi�onment with a mix of uses <br />�� C�eate compatibility between uses and building designs <br />�� Minimize the impact of comme�cial t�a�c onto �esidential st�eets; �educe congestion at <br />main inte�sections <br />�� Clean up soil and g�oundwate�pollution <br />�� P�ovide a�ange of quality jobs <br />�?� Diversify tax base <br />�� P�ovide a fle.zible land use plan <br />� i�� Locate uses in a�eas whe�e they can best take advantage of necessa�y ma�ket fo�ces <br />In addition, the Plan embodies the followingpolicies: <br />I) The City encou�ages o�ce and ofice-high tech assembly, and medical and biotech uses <br />whe�e they have immediate access to County Roads and the f�eeway. <br />2) The City encou�ages limited, integ�ated o� mixed-use "suppo�t" �etail, �estau�ant and <br />lodging uses in app�op�iate locations, whe�e custome�s will have easy access�ro� thei� <br />job locations in Twin Lakes Business Pa�kand f�om the Rosedale a�ea. <br />3� The City encou�ages a mix of office and high-tech uses with multiple �esidential uses whe�e <br />they can take advantage of the amenities offe�ed by the pa�ks west and south of Oasis Pa�k, <br />and in a mixed Office/Residential a�ea on the west and southeastsides ofLangton Lake. In <br />effect the multiple �esidence a�eas become the "new edge" to the existing adjoining <br />�esidential a�eas. <br />4) The City allows existing non-confo�ming uses, most notably the t�ucking ope�ations, to <br />�emain as p�e-existing, nonconfo�ming uses until a mo�e compatible, pe�mitted business <br />pa�k use succeeds the t�ucking use. If the City should decide to �ezone, the City will adopt <br />zoningo� a planned unitdevelopmentin which these non-confo�minguses may�emain, but <br />will be encou�aged to move to newe�; mo�e envi�onmentallycompatible a�eas specifrcally <br />designed and suppo�ted by �oads and infrastructure fo�such uses, consistentwith this Plan <br />o� in othe� app�oved met�opolitan a�eas. <br />5) The City encou�ages quality site design in new developments, to include landscaping, <br />signage, be�ming, lighting, location of multi-sto�y buildings with buildings, pa�king and <br />access, and othe� elements which will ensu�e compatibility with adjacent land uses, and <br />PF3595 — RCA Concept Plan and PrelimPlat Approval - 102504 Page 13 <br />
