�� October 14,2004 <br />y� To: Roseville Planning Commission <br />CC: Roseville City Council <br />Re: Planning File 3595 <br />Langton Lake is a gem within the Roseville City Parks system The cattail marshes along <br />the shoreline allow the lake to support both numbers and diversity of waterfowl and <br />songbirds to a degree that is unusual within the city. A footpath follows the shoreline for <br />approximately 3/, o f ti� lake circumference, enclosed within a tree buffer. Ahhough this <br />buffer is rather thin it is remarkably effective in producing a natural setting experience on <br />the path. The south end of the lake is the wildest part. Commissioners who have never <br />walked this trail are urged to do so before making recommendations on development near <br />the park. <br />At the October 6,2004 planning meeting I was disturbed by the Rottlund presentations <br />on PF3595. The park was treated essentially as a supplemental landscaping resource to <br />enhance the attractiveness and value of the development. In fact Langton Lake is a City <br />Park, properiy of the citizens of Roseville, and in need of protection fiom degradation by <br />the adjacent development. <br />A lake view may enhance the shopping experience at Costco but a Costco view most <br />certainly does not enhance the experience of a park user. <br />Compatibility of the Rottlund development with the park would be facilitated if land <br />within the development area were dedicated to increasing the thickness of the tree buffer <br />around the south end of the lake. Visual shielding of the park fiom the development <br />should be maximized. All setback requirements should be strictly observed and the main <br />thorvughfare should be kept as far fiom the lake as possible. There is currently a defacto <br />southern trail access along the west banlc of the holding pond. Additional trail access <br />fiom the south would require removal of trees and is both unnecessary and undesirable. <br />I request that the commission require revision of the Rottlund plan to minimize <br />degradation of the park before approving i� <br />Thank y o u <br />- � ���1 <br />� . <br />Henry A.
