City Council Study Session —10/18/04 <br />DRAFT Minutes - Page 13 <br />Proposed Community Survey <br />Discussion ensued regarding funding for community surveys and <br />historical data collected to-date. City Manager Beets noted that a <br />proposed random community survey was budgeted and sought <br />Council direction. <br />Councilmember Kough opined support for a moratorium of <br />surveys; and spoke against a community survey. <br />Councilmember Schroeder spoke against a community survey. <br />Councilmember Maschka spoke in favor of a community survey. <br />Community Development Department <br />Councilmember Ihlan addressed potential savings in consultant <br />and professional services line items in the Community <br />Development Department, particularly in Economic <br />Development (page 238 of the proposed 2005 Budget book). <br />City Manager Beets clarified that Community Development <br />Department expenses were paid out of building permit fees, and <br />not operated through tax monies. <br />Councilmember Ihlan continued to address her concerns <br />regarding the source for consulting fees for the Twin Lakes <br />Redevelopment project; seeking further control and Council <br />approval for reducing overall budgeted expenses for professional <br />services. Councilmember Ihlan expressed further concern that if <br />building permit fees were not adequate, there would be <br />implications for the remaining budget and potential elimination <br />of programs or requirement for other sources of revenue. <br />Councilmember Ihlan sought clarification of additional line <br />items for memberships (i.e., membership in Minnesota Solutions <br />at $4,000). <br />City Manager Beets advised that Minnesota Solutions was for <br />lobbying support, information on bonding proposals and <br />particular legislation, and potential grant monies available; and <br />was provided to a coalition of cities at the state legislature level <br />
