City Council Regular Meeting —10/11/04 <br />DRAFT Minutes - Page 2 <br />Roll Call <br />Ayes: Kough, Maschka, Ihlan, Schroeder and Klausing. <br />Nays: None. <br />Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the about City Issues <br />audience on any non-agenda items. <br />A. A1 Sands, 2612 Aldine <br />Mr. Sands expressed his disappointment that tonight's City <br />Council's agenda did not have a 2005 Budget item. Mr. <br />Sands encouraged Councilmembers to have this item on <br />each of their agendas for refinement of the final budget, <br />rather than the option of not allowing sufficient discussion <br />time, prior to the December final adoption deadline. <br />B. Joe Machyowsky, 2690 N Oxford <br />Mr. Machyowsky reminded the Council of how large the <br />proposed Twin Lakes project was; and outlined his opined <br />negative and detrimental impacts to the community. Mr. <br />Machyowsky concluded his presentation by asking the <br />Council, specifically Mayor Klausing, to protect the City of <br />Roseville by voting to discontinue any further involvement <br />in the Master Developer's plan. <br />C. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided several comments and concerns <br />related to his perception of Council management style and <br />accomplishment over the last eight months, compared with <br />previous years' performance and productivity. Mr. <br />Kysylyczyn provided comparison charts and comments; <br />along with comparison voting records for the last three <br />years on various issues. Mr. Kysylyczyn encouraged <br />Councilmembers to improve both the management of <br />Council meetings and productivity. <br />2. Approve Minutes Approve Minutes <br />Mayor Klausing requested that future meeting minutes reflect <br />more neutrality; providing a more discussion-oriented synopsis, <br />rather than more potential judgmental or negative observations. <br />
