REQUEST FOR COUNCIL ACTION <br />DATE: 1118104 <br />ITEM NO: 7. <br />Department Approval: _�����r R���� Agenda Section: <br />Item Description: Direction regarding the OVAL refrigeration system and the <br />2004-05 ice season <br />BACKGROUND <br />At the October 18, 2004 City Council Study Session staff presented the details of <br />the OVAL refrigeration system mechanical failure. Several options were outlined <br />and discussed. The extent of the problems first became evident on October 11, <br />2004 when the system failed during startup. The Council asked staff to explore <br />the situation further and come back with additional detail which is presented as <br />follows: <br />1. Status on resolving the floor leak issue <br />2. Options on resolving the Chiller issue <br />3. Operational Options for the 2004-2005 Season <br />4. Approaches for engaging engineering consulting services <br />5. Possible approach for creating two task forces — one technical (already <br />working), the other to study Oval's long term viability. <br />Staff has also been in regular contact with all of the major user groups currently <br />and prior on the magnitude and the affects of the issues. <br />/. Status on resolving Floor Leak Issue <br />As of the October ��`�` meeting it was unknown as to where the leak was outside <br />in the piping system. Staff was intending on presenting approach options on the <br />floor leak but, at this time, staff has made significant progress. As you are <br />aware, ultra sound testing had been completed on the zone losing pressure with <br />no success in finding the leak. �th further expert advice it was suggested that <br />we begin digging in the asphalt area directly outside the compressor room to <br />investigate further. As the asphalt was peeled back and hand digging occurred <br />there were noticeable signs of a leak. Under the asphalt is a frost barrier that <br />includes a concrete slab where the pipes lie beneath. When that area was <br />uncovered and insulation removed, the lines were again pressured and a leak <br />was discovered underneath the edge of the OVAL slab. This leak was not in <br />actual floor itself but rather in the header supply/return lines. Staff is in the <br />process of jack hammering around the piping to expose the entire pipe in <br />preparation and anticipation of repairs. At the time of this writing the total repair <br />has not been completed nor has the floor been fully tested to rule out any other <br />leaks. Staff will be prepared to give a full update to you at the meeting. <br />� <br />
