4. Approaches for engaging engineering consulting services <br />Staff has solicited proposals for engineering and consulting services from three <br />engineering firms that specialize in ice rink facilities. All proposals have not been <br />received to this point; staff will update you further at the meeting or future <br />meeting if necessary. The specific scope of services requested was: <br />1) Study and recommend a process to find and repair the leak in the <br />underground piping <br />2) Study and evaluate options and make recommendationsfor a new cooling <br />system to be used in the underground brine system — note: have learned from <br />all preliminarily that this is more than likely a cost prohibitive option. <br />3) Study and evaluate and make recommendations for the repair and/or <br />replacement of the existing chiller <br />4) Phase two would include the supervision of one of the above <br />The benefits of having the assistance of engineeringlconsulting services are due <br />to the high complexity and the design knowledge that would be necessary <br />depending upon the options. <br />Depending on the cost it may be to the advantage of the City to consider using <br />more than one consulting service for "Phase 1" (study and recommendation). It <br />may be good to evaluate several ideas. <br />Shall there be a need in the near future for engineeringlconsulting services this <br />item will be brought back to you for review and authorization. <br />5. Approach for creating two task forces - one technical, the <br />other to study Oval's long term viability. <br />Council also asked for recommendationson the possibility of creating two task <br />forces. The first, an engineeringlrnechanicaltask force and the second a long <br />term financial viability task force. A preliminary engineeringlmechanical task force <br />has already been established involving staff, professional consultants and <br />refrigeration experts. Following is some thoughts on a potential longer term <br />financial viability task force. Due to the current financial tracking procedures and <br />the trouble shooting process that is currently going on it may be worth holding off <br />on appointing a group. I n the meanwhile staff can best identify all specializations <br />in the Roseville Skating Center and attempt to break down financial specifics for <br />review at a future date. Also, a specific charge, process and/or outcome would <br />need to be identified by the City Council. <br />
