REQUEST FOR COUNCIL ACTION
DATE: 11/08/04
ITEM: 3•g
]e rrrr traal Manager Reviewed: Agenda Section:
Consent
S
Item Description: Approval of Traffic Signal Maintenance Agreements
Background: Severalyears ago the MinnesotaDepartment of Transportation(Mn/DOT) turned
back to Ramsey County the segment of Rice Street (TH 49) from I-694 to UniversityAvenue.
As a result of that turn back, the County acquired the operation and maintenance responsibilities
for the traffic control signals along that section of Rice Street.
The turn back and subsequent jurisdictional changes require that new traffic signal maintenance
agreements be executed for several intersections. The City of Roseville is a party to new
agreements at the followi:ng locations along Rice Street:
Areement # Intersection Parties
PW 2003-21 at County Road C Ramsey County, Little Canada, Roseville
PW 2003-22 at County Road B2 Ramsey County, Little Canada, Roseville
PW 2003-23 at Minnesota Street Ramsey County, Little Canada, Roseville
PW 2003-24 at County Road B Ramsey County, Little Canada, Roseville, Maplewood
PW 2003-26 at Roselawn Avenue Ramsey County, Roseville, Maplewood
PW 2003-27 at Larpenteur Avenue Ramsey County, Roseville, Maplewood
All signals in place before the turn back to Ramsey County had maintenance agreements with
Mn/DOT. These new agreements with the County simply replace them. Little Canada and
Maplewood are a party to these agreements in respective locations adjacent to their cities.
Discussion: The responsibilities of the City vary depending on the location and jurisdiction of
the intersecting roadways. For the most part, these provisions are currently in place and were
similar in the previous agreements with Mn/DOT.
Financial Implications: The City budgets annually for maintenance of traffic control signals for
which it is responsible. These agreements are consistent with the budgeted amounts.
Staff Recommendation: Staff recommends Council approval of these signal maintenance
agreements.
RECOMMENDED COUNCIL ACTION:
Motion to approve signal maintenance agreements numbered PW 2003-21, PW 2003-22, PW
2003-23, PW 2003-24, PW 2003-26, and PW 2003-27 with Ramsey County.
Prepared By: Duane Schwartz
