Dt � l er�i Ap���r��l: <br />REQUEST FOR COUNCIL ACTION <br />Manager Reviewed: <br />Item Description: Sewer Service Lateral Policy Recommendation <br />DATE: 11/15/04 <br />ITEM: 7• <br />Agenda Section: <br />Background: Earlier this fall the Council asked the Public Works and Transportation <br />Commissionto review the City's policyregarding ownership of sewer service laterals. This was <br />discussed at the September and October commission meetings. At question is where does <br />ownership or responsibilitytransfer from the City to the homeowner. <br />City code states that the service lateral is the responsibility of the property owner from the <br />building to the main line. Past operational policy has interpreted this to include the connection to <br />the wye at the main. At their October meeting, the Public Works Commission recommended that <br />the current policy remain unchanged. They also advised that the City continue to offer as much <br />information and technical advice as practical. Their recommendation also suggested the code <br />include language to allow for special consideration of unusual circumstances. <br />In the past the City has participated in repairs to laterals that may have been damaged by a past <br />City construction project, or where a City main is excessively deep and the cost to a homeowner <br />to repair their connection would be exorbitant. <br />We will review information provided to the Public Works Commission on this item at your <br />meeting. <br />Policy Discussion: The Public Works and Transportation Commission recommended that the <br />code language be amended to define the connection to the main as the point where responsibility <br />begins for the property owner. They also recommend unusual circumstances be considered for <br />City participation in these repairs.
