The City of Roseville is a party to new
agreements at the following locations along Rice Street:
Areement # Intersection Parties
PW 2003-21 at County Road C Ramsey County, Little Canada, Roseville
PW 2003-22 at County Road B2 Ramsey County, Little Canada, Roseville
PW 2003-23 at Minnesota Street Ramsey County, Little Canada, Roseville
PW 2003-24
PW 2003-26
PW 2003-27
at County Road B Ramsey County, Little Canada, Roseville, Maplewood
at Roselawn Avenue Ramsey County, Roseville, Maplewood
at Larpenteur Avenue Ramsey County, Roseville, Maplewood
All signals in place before the turn back to Ramsey County had maintenance agreements with
MnJDOT. These new agreements with the County simply replace them. Little Canada and
Maplewood are a party to these agreements in respective locations adjacent to their cities.
Discussion: The responsibilitiesof the City vary depending on the location and jurisdiction of
the intersecting roadways. For the most part, these provisions are currently in place and were
similar in the previous agreements with Mn/DOT. The City is responsible for power costs on the
intersections where we have municipal streets intersecting Rice Street. In return, on these
intersections the County does not bill the City for ongoing maintenance and other operational
costs. On the remaining intersections all signal costs are Ramsey County's. The City is
responsible for EVP costs. Little Canada has approved these agreements and Maplewood is in the
process of approving them.
Financial Implications: The City budgets annually for maintenance of traffic control signals for
which it is responsible. These agreements are consistent with the budgeted amounts.
Staff Recommendation: Staff recommends Council approval of these signal maintenance
agreements.
