Consumer Fireworks Permit Fee MN Statutes 624.20 allows local officials to require a permit for the sale of consumer fireworks within the City's jurisdiction. A local permit process will ensure that retail facilities are properly storing and selling fireworks. Currently, the City does not collect an inspection fee rather the costs are borne by all taxpayers. By charging a separate inspection fee, the City ensures that the added regulatory costs are borne by those who participate in this business activity. It is estimated that approximately 10 retail outlets within the City sell consumer fireworks. State Statute allows for a permit fee of up to $100 for existing retail businesses and $350 for stand- alone businesses. Staff has calculated that the cost associated with the local regulation of the sale of consumer fireworks and is recommending the maximum permit fee allowed by Statute. Building Permit Fees Many of the City's building permit and plan review fees have remained unadjusted since 1997. Since that time, the associated costs have continued to increase and have reached a point that warrants an increase. The proposed fee increases are consistent with the current Uniform Building Code. Financial Impacts Based on the recommended fee adjustments, it is projected that revised fees will generate revenues sufficient to cover the City's added regulatory costs. The applicable revenues and expenditures have been included in the 2005 Budget.
