City Council Regular Meeting —11/08/04 <br />DRAFT Minutes - Page 28 <br />Councilmember Ihlan questioned the relevance in the list <br />of issues, and whether the petitioner could amend her <br />issues. <br />Mr. Anderson referred to the letter his office had drafted to <br />the petitioner: <br />"TO: Ms. Joy Anderson, President, Friends of Twin Lakes <br />RE: Twin Lakes Development <br />We are the City Attorney for the City of Roseville. At its meeting on <br />November 8, the Council adopted a procedure to consider the validity of <br />the Citizen's Petition you filed on or about October 22. A copy of our <br />November 3 letter to the Council is attached. The Council adopted the <br />recommended procedure as identified in our letter. Please not the <br />deadlines for submission of written materials. <br />Also enclosed is a copy of a November 8, letter to the Project Proposer. <br />WE have carefully reviewed your Petition and accompanying materials, <br />and, as you see, we have identified the particular allegations you have <br />made that challenge the continuing validity of the 21001 Twin Lakes <br />AUAR. If vou have additional alleqations, or we have not correctiv <br />characterized vour alleqations, please notifv use immediatelv in writinq, <br />and in no event later than November 11. This would allow us to correct <br />our characterization and notifv involved parties before the November 15 <br />deadline for submission of written materials. <br />As to the November 22 hearing, we strongly encourage you, as we <br />encouraged the Project Proposer, to designate a spokesperson to present <br />your case on November 22. <br />Very truly yours, <br />Jay T. Anderson" <br />City Attorney Anderson explained his rationale for the <br />language in the letters, providing the Petitioners with the <br />options to define or redefine allegations; and noted that the <br />proposed letter to Mr. Noonan allowed his response to <br />allegations outlined in the petition. <br />Councilmember Schroeder opined his support for the <br />public hearing format, allowing one hour for each, noting <br />the substantial information received to-date from all <br />parties; noting the need to get the facts organized and <br />presented. <br />
