City Council Study Session —11/15/04 <br />DRAFT Minutes - Page 11 <br />Department Heads were available to answer any questions or <br />provide further clarification for City Council. Mr. Miller noted <br />that the fees were based on actual costs incurred. Mr. Miller <br />further noted that, if the Council so directed, staff would return at <br />a future meeting for formal action. Proposed fee adjustments <br />were as follows: <br />License Current Amount 2005 <br />Recommended <br />Amount <br />Vehicle forfeiture $- 0- $15 per day <br />im ound fee <br />Automated pawn Currently $1.50 per $3.50 <br />shop fees transaction for electronic <br />processing and $2.50 per <br />transaction for manual <br />rocessin . <br />Daycare Fire - 0 - $40.00 <br />ins ection fees <br />Fuel storage tank -- 0 - $100.00 <br />ins ection <br />Consumer fireworks - 0 - $100.00 - $300.00 <br />ermit <br />Building permit fees See attached See attached <br />A endix A <br />Discussion included minimum building permit fees (i.e., $25), <br />actual costs, and rationale for encouraging residents to obtain a <br />site inspection. <br />Councilmember Schroeder supported a more realistic fee of $30 <br />— 35.00. <br />Councilmember Maschka supported a fee based on a percentage <br />of the construction project. <br />Community Development Director Dennis Welsch noted that the <br />actual cost of a site inspection would be more realistic at $50 per <br />hour; but noted that with continuing increases in labor and <br />materials, there were not that many that qualified for a minimum <br />rate. <br />Councilmember Ihlan questioned the compliance level achieved. <br />
