City Council Study Session —11/15/04 <br />DRAFT Minutes - Page 15 <br />Discussion ensued regarding storage locations; length of storage; <br />license status; ownership; storage costs; various neighborhood <br />issues; access to storage locations on their personal property; and <br />enforcement issues. <br />Carol Kough, 2931 Asbury Street <br />Ms. Kough noted her concern regarding restrictions by <br />government on family activities. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn questioned how to define "paved" surfaces, and <br />whether other improved surfaces (i.e., gravel, crushed rock, or <br />wood chips) would comply or suffice. <br />Community Development Director Welsch acknowledged the <br />advantaged and disadvantages with various compacted finds, <br />their water absorption and runoff issues. <br />Mr. Kysylyczyn urged Councilmembers to consider options that <br />would encourage people to install improved, permeable surfaces <br />to achieve environmentally friendly policies. <br />Ms. Kough questioned how to address the minimum footage <br />requirements from the street, noting that most people don't have <br />room to comply with current ordinance. <br />Mayor Klausing noted the numerous and varied ramifications of <br />making any changes to current code from a regulatory <br />standpoint. <br />Community Development Director Welsch concurred with <br />Mayor Klausing's interpretation, and noted that the complaints <br />were minimal (less than ten annually) at this time; but anticipated <br />more complaints if additional units were parked in front of <br />homes. Mr. Welsch suggested that the City Council may wish to <br />give consideration to a separate section in the nuisance ordinance <br />specifically related to recreational vehicles. <br />After further discussion, staff was directed to pull regulations <br />together into one section for further council review and <br />
