City Council Study Session —11/15/04 <br />DRAFT Minutes - Page 17 <br />and that conferences could be found in-state. <br />Councilmember Schroeder requested that future discussions <br />ensue regarding possible policy revisions. <br />Mayor Klausing requested that Councilmember Schroeder <br />provide his suggestions to staff for future Council discussion. <br />Mayor Klausing suggested that Councilmember Schroeder <br />provide specific questions to City Manager Beets regarding his <br />policy; and that from a broader policy standpoint, provide <br />suggestions for Council consideration as to what parameters <br />should be included and what provisions would be at the City <br />Manager's discretion. <br />Further discussion ensued regarding specific department <br />allotments for training; retaining unspent monies in the General <br />Fund; educational benefits; assessment of training needs and <br />where that training is available and the most cost-effective; and <br />interpretation of policy as a guideline, not an entitlement. <br />Mayor Klausing suggested that, to avoid future confusion, <br />perhaps the policy needed to be approved as an action item at the <br />2005 organizational meeting. <br />City Manager Beets suggested that he and Councilmember <br />Schroeder further discuss his concerns related to recent training <br />attended by Fire Department personnel. <br />9. Discussion and First Reading of a Campaign Contribution <br />Disclosure Ordinance <br />Councilmember Schroeder requested that this item be tabled, as <br />information was not received by Councilmembers until tonight at <br />the table, rather than as alluded to in Councilmember Ihlan's e- <br />mail dated November 10, 2004, in stating that "I will provide a <br />draft ordinance and memo for the packet either later today or by <br />noon tomorrow at the latest." Councilmember Schroeder <br />expressed concern that Councilmembers, and the public, had not <br />been able to review the materials beforehand, and the item <br />should be moved for discussion at a later date. <br />Mayor Klausing noted that the information was available tonight, <br />and the initial presentation could be made, given that no formal <br />Discussion and <br />First Reading of a <br />Campaign <br />Contribution <br />Disclosure <br />Ordinance <br />
