City Council Regular Meeting —11/22/04 <br />DRAFT Minutes - Page 9 <br />Schroeder moved, Maschka seconded, approval of the <br />following claims and payments as presented. <br />ACH Pa ments $67,595.41 <br />36758-36953 266,947.29 <br />Purchasing Cards 3,652.79 <br />Total $338,195.49 <br />Roll Call <br />Ayes: Schroeder, Kough, Maschka, Ihlan, and Klausing. <br />Nays: None. <br />4.b Approve Contracts/Purchases in Excess of $5,000 <br />(Consent Item 3.b) <br />Councilmember Ihlan questioned why staff had listed the <br />Springsted billing on the request for approval of general <br />purchases and/or contracts exceeding $5,000 when it had <br />already occurred. Councilmember Ihlan further questioned <br />whether the Council would have approved this expenditure <br />beforehand, had they known how costly the report would <br />be, and in light of recent discussions. <br />Finance Director Miller noted that the City Council had <br />specifically requested the for the presentation as part of <br />their continuing research during 2003 and 2004 related to <br />numerous financial and economic development issues and <br />ideologies. Mr. Miller advised that the presentation had <br />served to assist the Council and provide a primer to outline <br />viable tools available to municipalities, along with a <br />risk/reward analysis for each of those tools. Mr. Miller <br />further noted that Council had requested a more definitive <br />and independent analysis, not as part of a specific <br />development. Mr. Miller further advised that staff had <br />secured the assistance of Springsted through a formal scope <br />of professional services agreement that included a <br />substantive written document, along with a two-hour <br />presentation to the City Council at a Council Study <br />Session, at which various financing tools were outlined, <br />compared and contrasted as they related to similar <br />developments as that being proposed in Roseville's future. <br />Approve Contracts <br />and Purchases in <br />Excess of $5,000 <br />
