Mr. <br />Brokke further noted that, in talking to others in the industry, this <br />type of maintenance and wear and tear was consistent; and <br />observations that the City had gotten 11 years of operation from <br />the chiller unit without removing the bell ends was indicative of <br />a good system and equipment. <br />Maschka moved, Ihlan seconded, authorizing staff to make plans <br />to plug the recommended tubes within the chiller barrel that are <br />outlined in the inspection report; and to move forward with <br />preparing the equipment necessary to operate the refrigeration <br />system at the OVAL for the 2004-OS season with a start-up date <br />of the weekend of December 10, 2004 or as soon as feasible; and <br />further directed staff to contact various user-groups to determine <br />their level of participation in the ongoing maintenance, <br />operations, and future equipment replacement of the OVAL. <br />Councilmember Schroeder, with Council consensus, requested <br />staff to include funding in the 2005 budget to cover short and <br />long-term needs at the facility. <br />John Goedeke, Chair of the original OVAL Committee <br />Mr. Goedeke provided background information on his research <br />throughout Europe on types of refrigeration units and questioned <br />the cost of tube replacement. <br />Mr. Brokke reviewed disadvantages and potential issues related <br />to tube breakage within the vessel if attempts were made to <br />replace individual tubes. <br />Mr. Goedeke noted the original intent of the hotel/motel sales tax <br />for operation and maintenance of the OVAL. <br />Roll Call <br />Ayes: Schroeder, Kough, Maschka, Ihlan and Klausing. <br />Nays: None. <br />Mayor Klausing directed staff to return at a future meeting with <br />additional information related to creation of a Task Force. <br />
