Mr. Brokke further noted that, in talking to others in the industry, this type of maintenance and wear and tear was consistent; and observations that the City had gotten 11 years of operation from the chiller unit without removing the bell ends was indicative of a good system and equipment. Maschka moved, Ihlan seconded, authorizing staff to make plans to plug the recommended tubes within the chiller barrel that are outlined in the inspection report; and to move forward with preparing the equipment necessary to operate the refrigeration system at the OVAL for the 2004-OS season with a start-up date of the weekend of December 10, 2004 or as soon as feasible; and further directed staff to contact various user-groups to determine their level of participation in the ongoing maintenance, operations, and future equipment replacement of the OVAL. Councilmember Schroeder, with Council consensus, requested staff to include funding in the 2005 budget to cover short and long-term needs at the facility. John Goedeke, Chair of the original OVAL Committee Mr. Goedeke provided background information on his research throughout Europe on types of refrigeration units and questioned the cost of tube replacement. Mr. Brokke reviewed disadvantages and potential issues related to tube breakage within the vessel if attempts were made to replace individual tubes. Mr. Goedeke noted the original intent of the hotel/motel sales tax for operation and maintenance of the OVAL. Roll Call Ayes: Schroeder, Kough, Maschka, Ihlan and Klausing. Nays: None.
