Ms. McGehee also addressed the existence of the proposed Mount Ridge Road proposed to be added along the west side of the lake. Ms. McGehee addressed the negative impacts that she perceived would be realized from the large retail installation at the corner of County Road C and Cleveland. Ms. McGehee spoke of the need to buffer the park; and the need for mitigation to address potential adverse environmental impacts; alleging that the City will suffer substantial liability exposure for not having completed sufficient review of the potential hazards and in ensuring the health and welfare of the residents of the surrounding neighborhoods. F. Development or construction of public facilities will occur on a schedule other than that assumed in the environmental analysis document or plan for mitigation so as to substantially increase the likelihood or magnitude of potential adverse environmental impacts or to substantially postpone the implementation of identifed mitigation measures. Ms. McGehee cautioned that this plan has not had sufficient review for environmental impacts. G. New information demonstrates that important assumptions or background conditions used in the analysis presented in the environmental analysis document are substantially in error and that environmental impacts have consequently been substantially underestimated. Ms. McGehee noted that TCE had been discovered in two monitoring wells within the area, while the AUAR stated that there was no groundwater pollution.
