City Council Regular Meeting —11/22/04 <br />DRAFT Minutes - Page 34 <br />zoning; zoning served as an implementation tool, <br />which the City Attorney's legal opinion had <br />supported. <br />13) Diversify Tax Base/Increase Tax Base: <br />Staff noted that "high paying jobs" were not a <br />requirement of the EQB or the AUAR; but were <br />found as a goal of the Master Plan. <br />14) AUAR mitigation plan: Staff noted that the <br />mitigation plan would be prepared, based on an <br />approved Concept Plan and PUD. <br />15) Shoreland ordinance: Mr. Welsch noted the <br />typographical error of "100 feet" rather than the <br />correct "1000 feet," noting that that it would be <br />clarified for the record. Mr. Welsch addressed <br />zoning as part of the PUD process, with B-6 <br />underlying zones. <br />16) Soils change, adverse impacts: Staff noted <br />that the AUAR required further classification of <br />soils. <br />17) Rushed schedule: Staff noted that the <br />planning process had been ongoing since 1988; and <br />had been compiled with state regulations as <br />available and applicable; noting the EAW in 1997 <br />and the completion of the AUAR in 2001. <br />18) Mostly 8:00 a.m. - 5:00 p.m. - change in <br />hours of operation: Staff noted that, in the <br />AUAR, no hours of operation were addressed (i.e., <br />hospita124 hour operation) <br />19) Visual impacts: Staff noted that multiple <br />stories were consistent with the AUAR and that <br />any visual impacts would be regulated in the PUD. <br />Mr. Welsch concluded his presentation. <br />Councilmember Ihlan noted that she had generated a list <br />of additional questions for staff; and sought City Council <br />discussion on the procedure for getting feedback for <br />answers requiring additional research. <br />Community Development Director Welsch recommended <br />that individual Councilmembers prepare written questions <br />
