Extract of 1�Tinutes of 1�Teeting of the <br />Roseville City Council <br />Pursuant to due call and notice thereof, a meeting of the City Council of the City of Roseville, <br />County of Ramsey, Minnesota, was duly held on the 24�� day of January, 2000, at 6:30 p.m. <br />The following members were present: , and the <br />following members were absent: <br />Member introduced the following resolution and moved its adoption: <br />RESOLUTION NO. <br />A RESOLUTION APPROVING AN A1�TENDI�TENT TO THE COI�TPREHENSIVE PLAN <br />MAP DESIGNATION FROM LB (LIMITED BUSINESS) TO HR (HIGH DENSITY <br />RESIDENTIAL) FOR PROPERTY GENERALLY LOCATED <br />AT 2255 SNELLING AVENUE, CITY OF ROSEVILLE <br />(Sunrise Assisted Living, Inc., PF3159) <br />WHEREAS, the Planning Commission, at a public hearing held on 7anuary 12, <br />2000, received a request from Sunrise Assisted Living Inc., for Concept consideration of <br />a Residential Planned Unit Development (R-PUD) to redevelop the four (4) acre Knights <br />of Columbus site, generally located at 2255 Snelling Avenue, into a%9-unit, three-story, <br />assisted living care facility; and <br />WHEREAS, the proposal requires a Comprehensive Plan Map Designation Amendment <br />from Business (B) to High Density Residential (HD) and a rezoning (change in the zoning map <br />designation) from B 1, Limited Business to Residential Planned Unit Development (R-PUD), with <br />an underlying zoning of R3, General Residential; and <br />WHEREAS, afker the public hearing, the Planning Commission recommended approval, <br />by the City Council, of the proposed Comprehensive Plan Amendment, based on findings as <br />outlined in the staff report dated January 12, 2000, as follows: <br />1.The City's Comprehensive Plan map designates this area for LB (Limited <br />Business). The zoning of the site is $1B (Limited Retail District) and B2 (Retail <br />Business District). A Comprehensive Land Use Plan Map Amendment to HR <br />(High Density Residential) and rezoning to R-3 (General Residence District) is <br />necessary in order to approve of the proposed project. <br />2. On the e�sting Comprehensive Plan Map, the property to the west and east is <br />designated LR (Low Density Residential); the property to the north, Rosebrook <br />Park, is designated P(Park); and the property to the south is designated LB <br />(Limited Business) and SC (Shopping Center). <br />3. On the City Zoning Map the property to the west and east is zoned R-1 (Single <br />Family Residential District) and includes e�sting residences; Rosebrook Park, <br />also zoned R- 1, lies to the north; and business uses zoned B 1(General Business <br />District) and SC (Shopping Center District) lie to the south. <br />
