A request by Sunrise Assisted Living, Inc. for Concept <br />2 consideration of a Residential Planned Unit Development (R-PUD) to redevelop <br />3 the four (4) acre Knights of Columbus site into a 79 unit, three story, assisted <br />4 living care facility. The proposal requires a Comprehensive Plan Amendment <br />s from Business (B) to High Density Residential (HD) and a rezoning from B 1, <br />6 Limited Business to Planned Unit Development with an underlying zoning of R7, <br />� apartment Park District, on property generally located at 2225 Snelling Avenue. <br />s <br />9 <br />io <br />11 <br />�2 <br />13 <br />Chair Klausing opened the hearing and requested Dennis Welsch to provide a <br />verbal summary of the January 12, 2000 staff report concerning the proposaL Mr. <br />Welsch explained background and recommendations from the James Addition <br />Task Force. Staff recommended concept approval. <br />14 Mike Concilla, Sunrise representative, introduced the company, explained the <br />1s project, noting it was a 79 unit building. There would be 120 to 150 trips per day <br />�6 at off-peak hours. The architecture of the building was described. Mr. Concilla <br />�� explained the decision to locate along Snelling was purposely made to provide a <br />�s site close to families and activities in an established community. A video was <br />19 shown of the recently (December 1999) opened Sunrise Home in Edina. <br />20 <br />2 � Mr. Concilla noted that the proposed proj ect is similar to the Edina site, adj acent <br />22 to the residential area and a commercial area on the other site. <br />23 <br />24 Member Egli asked what the cost of living in these units would be ($55 to <br />2s $155/day). Member Rhody asked for clarification — is it a senior market rate <br />26 rental (yes). <br />2� <br />2s Craig Christenson, 2585 Wheeler, Chair of the James Addition Task Force, stated <br />29 he generally supported the project as cost effective and was consistent with the <br />3o Task Force recommendations. He also recommended rounding off the intersection of the frontage road <br />with Oakcrest. <br />Member Rhody asked if there was concern about building mass. Craig <br />Christenson noted the building will be along the east side of the site and should <br />not be a problem. <br />Diane Harris, 2550 Sneliing, expressed concern regarding traffic, height of <br />building, and lighting.
