REQUEST FOR COUNCIL ACTION N0. : DATE: Ol /24/00 ITEM F-3 Department Approval: Manager Reviewed: Agenda Section: `--�� Reports Item Description: Agreement with Ramsey County for the Larpenteur Avenue Reconstruction Project -- City Project P-SW-99-14 Background: On August 23, 1999, following a public hearing, the Council ordered the construction of City Project P-SW-99-14 — Larpenteur Avenue Reconstruction and Streetscape. This project has been developed in two parts. The first, the roadway reconstruction portion of the project, is being prepared by Ramsey County. The second, the streetscaping portion of the project, is being prepared by the City of Roseville. Both are to be constructed in 2000. Ramsey County has completed plans and specifications for the roadway reconstruction portion of this project and has prepared the attached cost participation agreement for Council consideration. The proposed agreement covers both the initial construction costs and future maintenance responsibilities. The proposed agreement follows Ramsey County's adopted cost participation policy and is consistent with past agreements covering county roadway projects. In addition., the estimated costs outlined in the proposed agreement are consistent with the project costs outlined in the feasibility report previously approved by the Council. Financial implications: The estimated cost of Ramsey County's roadway reconstruction project is summarized on Page 8 of the attached agreement. Roseville's share of the total estimated project cost of $5,081,486 is $79,056 and will be funded from the City's Municipal State Aid allotment. Schedule: If approved, the following implementation schedule is proposed: Open Bids Februaty 2000 Award Contract (By Ramsey County) March 2000 Construction Begins April 2000 Construction Complete October 2000 REC01�I1�IENDED COUNCIL ACTION: Approval of Agreement 99024 between Ramsey County and the City of Rosevi!le for the reconstruction of Larpenteur Avenue and authorizing the Mayor and Manager to sign on behalf of the City.
