REQUEST FOR COUNCII, ACTION <br />DATE: O 1 /24/00 <br />ITEM NO.: o- 1 <br />Department Approval: 1�Tanager Reviewed: Agenda Section: <br />��� � � Consent <br />_�, \�~� <br />Item Description: Resolution concurring with the turnback of Rice Street from Mn/DOT to <br />Ramsey County <br />Background: Since 199 1, the State, County and cities within Ramsey County have been <br />working to complete a roadway functional consolidation plan. The purpose of this plan is to <br />place roadways under the jurisdiction that is best able to manage them. Since 1995, <br />approximately 8 miles of roadway jurisdiction has been transferred from Ramsey County to the <br />City of Roseville including McCarrons Boulevard, Josephine Road and South and West Owasso <br />Boulevards. <br />As part of this same plan, Rice Street is proposed to be transferred from Mn/DOT to Ramsey <br />County. Ramsey County has requested a resolution from Roseville concurring with the proposed <br />turnback. <br />Policy objectives: Governmental units within Ramsey County ha�e agreed that roadways should <br />be owned and maintained by the appropriate governing agency based on roadway type. <br />Accordingly, a functional classification study of roadways was completed. The proposed <br />jurisdictional change proposed is in keeping with this original study. <br />Financial implications: To facilitate transfers of roadways from MniDOT to other agencies, <br />funds have been set aside to assist the new agency in the State Turnback Fund. '�is fund allows <br />the local jurisdiction to make improvements to the turned back facility without the need to <br />increase taxes locally. <br />RECOI�TI�TENDED COUNCIL ACTION: <br />Adoption of a resolution concurring with the proposed jurisdictional transfer of Rice Street from <br />Mn/DOT to Ramsey County. <br />Prepared by: Karl Keel <br />
