REQUEST FOR CITY COUNCIL ACTION <br />Date: 03-13-00 <br />Item No: J- 1 <br />Department Approval: ager A proval: Agenda Section: <br />� <br />�0-- Ordinances <br />Item escription: A request by the City of Roseville for the second reading of an ordinance <br />amending Section 901 (90 1.O 1, 901.06 and 901.08) Building Permit Fees. <br />(P.F. 3 198) ( Second Reading) <br />REQUESTED ACTION <br />The City has adopted the State Uniform Building Code as a portion of the City Code <br />(Section 901.01). The Building Code has been revised by the State, including a new fee <br />structure. To bring the City Code and building permit regulations into conformance and to be <br />consistent with surrounding cities, the Council is asked to adopt the new fee structure by <br />ordinance. <br />Z.O BACKGROUND <br />2.1 The City Council has established a policy in which programs and activities by the <br />Community Development Department (which includes building and fire inspection) are to be <br />supported by user fees and permit fees as much as possible. <br />2,2 In 1995, the City last adopted the 1994 Uniform Building Code (LJBC) fee schedule. The <br />a�erage increase in permit fees will be consistent with the cumulative inflation rate since <br />1995 — an increase approximately 11 percent. Fee revenue (for the second consecutive year) <br />was down in 1999 by 7% to less than $770,000, while permits and inspections were up <br />nearly 30%. <br />2,3 The Roseville City Code currently adopts the "... most recent revisions and subsequent <br />amendments to.. ." the Minnesota State Building Code (now the 1997 UBC Code). <br />3.O STAFF FINDINGS 8iL CONDITIONS <br />3.1 The current City Code fee schedule, from the 1994 UBC, is not in conformance with the <br />building code in effect, the 1997 UBC. <br />3,2 Most surrounding cities are using the 1997 fee schedule.
