While a Q-foot fence does not appear to bc cfftcdve, a 6-faot fencc reduces the <br />level to 3 0 dBA excep� for Site 3. This haigbt would provide attenuation similar to that <br />expected forthc other homes inthc areaaud couldbe considcrcdthc mostcost-effecrive <br />solution for this home. <br />In summary, a bcrtn that is 4-feet higher than the ouirently proposed berm will provide <br />effective sbii�lding of voices from the drop-off loop and parking l.ot for a11 of the homes to <br />the east of the lot. If increasing thc bccm is notposs�ble because of an cnlargad footprint <br />and inadequate space, the 4-fnot fence is a reasonable altcrnative, provid�g almost the <br />same beacfit as the berm• The hoII►c at �1961 which is southeast of thc parking lot, can <br />only be shielded by a fence, since there is ao space for a berm. The a�lysis suggest5 that <br />a 6-foot high fencc should provide the sat�ae level of si�ieldin,g for this borne as the <br />increased berm wiII provide for the other homes east of the parking lot. <br />As noted above, the projected sound kv�l are well below the Minnesota nighttimc <br />standards of 55 d8A L10 which would be applicable to sound such as loud speech that <br />could occur for relatively short timxs in th� l�.te evening hours. However, a voice could be <br />audible even when below ambient, as can any other sound that has a unique charaeteriscic <br />including birds and animals. The previ�ion of addidanal acoustical screenimg of the <br />parking are ean reduce the expected sound level by 6 dBA for the closest sources, <br />therefore reducing the sound to abouto�-half its loudness.
