LARPENTEUR AVENUE STREETSCAPE CONSTRUCTION AGREEMENT BETWEEN THE CITIES OF SAINT PAUL AND ROSEVILLE An Agreement dated this day of � 2000, by and between the City of Saint Paul, Minnesota, hereinafter called "St. Paul" and the City of Roseville, Minnesota, hereinafter called "Roseville". WITNESSETH: Whereas, Ramsey County will reconstruct Larpenteur Avenue from Arona Street to Oxford Street in 2000, hereinafter called the "County Project"; and Whereas, the portion of the County Project between Hamline Avenue and Oxford Street is located on the boundary between St. Paul and Roseville; and Whereas, Roseville, with input from many stakeholders including St. Paul has completed a Streetscape Master Plan for that portion of Larpenteur Avenue from Hamline Avenue to Dale Street; and Whereas, Roseville has prepared plans and specifications and will construct a streetscape improvement in conformance with the Streetscape Master Plan that includes amenities on both the south side (St. Paul) and north side (Roseville) of Larpenteur Avenue in 2000, hereinafter called the "Streetscape Project"; and Whereas, both St. Paul and Roseville have approved the plans and specifications; and Whereas, Roseville is the recipient of a federal transportation grant that will fund a large portion of the Streetscape Project; and Whereas, Roseville will take bids for the project, prepare an abstract of bids and cost participation summary, award a contract and pay the contractor for the work performed to construct the Streetscape Project. NOW. THEREFORE, IT IS MUTUALLY AGREED BY AND BETWEEN ST. PAUL AND ROSEVILLE AS FOLLOWS: Prior to Roseville award of a contract, Roseville will first receive concurrence from St. Paul for award of the contract to the lowest responsible bidder. Upon award of a construction contract, Roseville shall perform or contract the performance of construction inspection and administration. The construction cost of the Streetscape Project is estimated to be $2,484,486. Of this total, $1,890,059 is for improvements to be paid for by Roseviile and $594,427 is for improvements to be paid by St. Paul as detailed in Exhibit A.
