Due to the interp[etation of the oode in the past, other malls in the area exceed the 25°/a rule using the <br />"new" definition of the ratio; and, in some instances, by a greater percent than the proposed Har Mar <br />addition. Enforcing the "new " interpretation of the 25% coverage rule would put Har Mar and other <br />Roseville malls into non-co�fforniing status and could ha�e a serious financial impactfor all the malls. <br />The curreM plan for the Cub meets or exceeds all the city and state requirements for noise abatement, <br />traffic control and access. The owners' plan hasaddressed all of the local residents' issues. So, while the <br />mall owners have addressed all of the issues, the few dissenting residents continue to oppose the plan The <br />opposition is an emotional, irrational response and without logical orfinancial merit. <br />None of us wants to have our local government provide artificial barriers to development that is well <br />plaimed and reasonable. There are many good reasons to gcant the variance and mave ahead with the <br />l�.l�. <br />Finally, my request is that the Planning Commission approve the variance and allow the plan to move <br />ahead as quickly as poss�ble. The plan is solid, rational and benefits the community. The time to delay <br />because of irrational, emotionalreactions is past.
