REQUEST FOR COUNCIL ACTION <br />DATE: 03/27/00 <br />ITEM NO.: c- 7 <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />►/�A � � Consent <br />' � \� ``'-� <br />Item Description: Larpenteur Avenue Lighting Maintenance Agreement with Saint Paul <br />Background: On December 13, 1999, the City Council approved plans and specifications and <br />authorized the advertisement for bids for the Larpenteur Avenue Streetscape project. This project is <br />being built in conjunction with the reconstruction of Larpenteur Avenue by Ramsey County. <br />Once constructed, Roseville will be responsible for maintaining the streetscape elements on the <br />north side of the roadway and in the landscaped medians. This maintenance will be accomplished <br />with a combination of City staff and contractors through the annual street maintenance budget. <br />Maintenance of the decorative lighting is an item that would be contracted out. <br />The City of Saint Paul staffs and equips a complete street lighting department and is interested in <br />providing street lighting maintenance to Roseville on a contractual basis. Based on preliminary <br />estimates from other electric contractors and NSP, it is likely that Saint Paul can provide this service <br />at the lowest cost. A draft lighting maintenance agreement between Roseville and Saint Paul is <br />attached for City Council review. <br />Financial implications: The agreement outlines how maintenance service will be provided <br />including: <br />. Labor to be billed at cost (wages plus fringe benefits) <br />. Parts and materials to be billed at cost plus 20% (to cover cost of stocking and handling) <br />. Either party may terminate the agreement with a 60 day notice <br />The actual cost of this service agreement will depend on the amount of maintenance needed. It will <br />be paid from the annual street maintenance budget. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of an agreement between the City of Saint Paul and the City of Roseville for ongoing <br />lighting maintenance for the Larpenteur Avenue Streetscape and authorizing the Mayor and Manager <br />to sign the agreement on behalf of the City. <br />Prepared by: Karl Keel <br />
