Rule 14a Amendments to the Order of Business <br />The Council ma�, bv unanimous vote; alter the order of the �ublished a�enda of the order of business. <br />Rule 14b Order of Business A�enda Items <br />The Citv Mana�er shall be res�onsible for �re�aration of a�enda matters under the order of business and shall <br />reasonably accommodate the members of the council and community. Anv two Council members mav request an <br />item to be placed on the a�enda <br />Rule 14c Communit_y Comment <br />Communitv comment shall be allowed for Citizens to �rovide items of information to the Council that are not on the <br />a�enda. Time allotment shall be tightl� limited. No claim,�rievance or nersonal examination or allegation shall be <br />bermitted. All rec�uests for Cit� remed� or action shall be referred to the Cit� Manager for investigation and re�ort. <br />No action will be taken on any matter �resented to the Council that is not on the a�enda or �laced on the a e� nda <br />accordin� to rule. <br />Rule 17 Acting Mayor <br />The Acting Mayor shall be appointed bv the Council in January of each year. The position shall then-be rotated <br />among Council Members based on time of continuous service. The €�s� Acting Mayor <br />shall be the Council Member with the most time of continuous service on the Council. If two or more members <br />have identical seniority, the appointment shall be based on alphabetical order by last name. A Council Member may <br />not serve as acting Mayor twice until all other Council Members have been acting Mayor. A Council Member may <br />decline the appointment for good cause and maintain his/her place in the rotation for appointment the following <br />year. <br />Rule 17a Council Liaison Assi�nments. <br />The Council ma� annoint one or more members to serve as liaison to outside boards, commissions, associations� <br />j oint p'Fiv�re o�ani�a. ionbfla�d � sa i1g d�ems �nnrb iatt3e. r e s e n t a 1 i s t o f r e a u e s t e d <br />appointments initiated bv the organization or as nrovided b� agreement or contract or organizational b�-law. <br />Previous appointments shall remain in place until successar(s) are appointed. <br />Rule 18 Attendance, Vacancy and Policin� <br />The Council shall �overn its conduct and ado�t such �olicies; rules and re�ulations as necessarv for the ethical <br />nerformance of its duties. No Council member who resigns or is renlaced shall vote for his/her successor. Filling of <br />an� vacanc� shall be as nrovided b� state law. In the event of a member's inabilitv or refusal to serve. a vacancX <br />ma� be declared b� the council when the officeholder is unable to serve in the office or attend council meetings for a <br />90-da� neriod because of illness or because of absence from or refusal to attend council meetings for a 90-da� <br />beriod. If anv of the �recedin� conditions occurs; the council ma�; after it has bv resolution declared a vacancv to <br />exist fill the vacanc� at a regular or snecial council meeting for the remainder of the unexnired term or until the <br />nerson is again able to resume duties and attend council meetings_ whichever is earlier. When the person is a�ain <br />able to resume duties and attend council meetin�s_ the council shall bv resolution remover the tem�orar� <br />officeholder and restore the ori�inal office holder. <br />Rule 19 Adoption and Amendment of Rules. <br />These rules shall be adopted each Januarv or as soon thereafter as practical. The in-place rules will continue to <br />�overn until amended or replaced. Anv broposed amendment to the rules shall be made in writin� and adopted <br />pursuant to rule 11. <br />0 <br />
