1� <br />Request for Council Action <br />Date: April 10, 2000 <br />Item Number: F-5 <br />Department Approval Manager Approval Agenda Section <br />, Reports and Recommendations <br />� �' <br />Item Description: <br />Increase in the North Metro I-35W Corridor Coalition budget for Fiscal Year 2000 and approval of an <br />agreement for GIS Support Services <br />Backqround <br />The North Metro I-35W Corridor Coalition is a joint powers agency involving the Cities of Arden Hills, <br />Blaine,Circle Pines, Mounds View, New Brighton, Roseville, and Shoreview. This unique collaboration is <br />involved in broad planning and development issues throughout the entire North I-35W area. <br />The current workplan of this consortium involves the development of a"buildout scenario" for the entire <br />corridor. This effort builds on the work of the last two years. Previously, the coalition crafted an overall <br />design framework. This framework was produced with the help of the Design Center at the University of <br />Minnesota to provide the general structure for the analysis of coalition issues. Utilizing this framework the <br />coalition prepared a Transportation Analysis, a Housing Inventory, and a Social and Economic Demographic <br />Data Inventory. <br />The current workplan involves the development. of a Build-out Scenario that will provide a vision for the <br />coalition based on the background prepared in previous studies. <br />Proposed is an amendment to the 2000 Budget to reflect the increase in dues to the organization and approval <br />of a GIS Support Services contract. The budget increase of $5,113 is considered as part of the I-35W <br />workplan. Council action is needed to allocate this amount from the Community Development account. The <br />proposed GIS Support Services contract provides an additional $20,000 of revenue to the City from the <br />coalition. The City of Roseville has contributed to the rapid implementation of GIS system among coalition <br />cities. The proposed GIS Support Services contract is intended to compensate Roseville for this support. The <br />contract has two components. The first, is $2,500 in revenue for housing and maintaining the coalition <br />server. The second, is payment at $75 per hour to a maximum of $17,500 for technical support from <br />Roseville staff to coalition cities. <br />Policy Objective <br />To provide a collaborative approach to planning in the best interest of Roseville interests consistent <br />with objectives outlined in the comprehensive plan. <br />Staff Recommendation <br />Approval of the budget amendment allocating an additional $5,113 from the Community Development fund <br />and approval of the GIS Support Services contract <br />
