REQUEST FOR COUNCIL ACTION <br />DATE: 4/24/00 <br />ITEM NO.: C-3 <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />� � Consent <br />�,___�� <br />Item Description: Approval of earnest money contract for easement needed in conjunction with the <br />Dale Street/T.H. 36 Bridge reconstruction <br />Background: As part of MN/ Dot's Dale Street/T.H. 36 reconstruction, modifications were made to <br />the on/ off ramps. Directly south of the newly reconstruction east on-ramp is the Roseville street, South <br />36 Service Drive which serves four residential properties. During the County reconstruction of Dale <br />Street and the City reconstruction of the Service Drive (1994), a wall was constructed at the corner of <br />the Bentley property (612 South 36 Service Drive). Due to the modification of the on-ramp, Dale Street <br />widening, and the newly installed traffic signals, .a safe sightline for people exiting the South 36 Service <br />Drive was eliminated creating an unsafe �raffc intersection. Through meetings with the State Project <br />Engineer, City Assistant Public Works Director and the residents, a solution has been worked out to <br />resolve this matter. The existing retaining wall will be moved east to improve visibility for those people <br />wishing to exit the South 36 Service Drive. The State of Minnesota, under its present contract, will <br />reconstruct the retaining wall at their cost and the City of Roseville agreed to acquire the necessary <br />easement needed for the relocated wall location. The earnest money contract is for that new easement. <br />Policy objective& Whenever feasible, corrections to unsafe conditions are done at the time of roadway <br />reconstruction. The only feasible correction to the sightline problem is to move the e�sting retaining <br />wall. The cooperation of the State of Minnesota, City of Roseville and the property owner will <br />accomplish this task. _ <br />Financial implications: The State of Minnesota will pay 100 percent of the cost of the relocation of the <br />retaining wall. The $750, easement payment, will be funded from the street infrastructure fund. We have <br />�� also committed to planting new -Evergreen trees along the top of the wall to replace those being removed <br />as a result of construction This will be funded through a City landscaping fund. <br />Staff recommendation: Council approve the earnest money contract between the City of Roseville and <br />Aldus Bentley and Helen Bentley, the property owners at 612 South 36 Service Drive, in the amount of <br />$750:00. City Council accept Easement Number 12-33-OS and direct Staffto record the easement at <br />Ramsey County. <br />RECOMMENDED COUNCIL ACTION: Motion approving the earnest money contract and <br />receiving the signed easement as numbered and directing Staffto record said easement at Ramsey <br />Count_y. <br />Prepared by: Doug Strong <br />
