Rule 6 Council Operations <br />The Mayor shall be the presiding officer or in his/her absence, the acting mayor. The City Manager, or his/her <br />designee, shah attend all council meetings and present all matters before the Council. The City Manager shall <br />be the recorder unless otherwise designated by the Council. <br />Rule 7 Electronic Participation and Balloting <br />No provision is made at this time for electronic polling or participation in regular meetings, special or executive <br />sessions, or emergency meetings. Electronic participation for work sessions may be permitted by Council <br />action providing reasonable accommodation can be made. <br />Rule 8 Minutes <br />As soon as a quorum is present at a regular or special meeting, and generally not later than 30 days after the <br />previous meetings, minutes of the previous regular or special meetings shall be approved as presented or <br />corrected. Official minutes shall be maintained in City offices and shall be available for inspection. <br />Rule 9 Motions <br />Any motion, by any member, shall be reduced to writing upon request of any member. No motion sha11 be put to a <br />vote until it has been stated by the recorder if requested by any member of the CounciL Motions may be introducec <br />after hearing staffreports, responses to Council inquiries, and comments from the public or applicant. Any council <br />member, at any time may, by motion, ca11 for a vote on a motion or to complete discussion. Adoption of the motior <br />shall be by three (3) members, except where a larger number is required by law or ordinance. <br />Rule 10 Minutes of Motions <br />Any motion made by a Council member shall be in after motion shall be stated by the recorder, it shall be in the <br />possession of the Council, but it may be withdrawn at any time by the Council Member presenting the motion before <br />being amended or acted upon. All motions and amendments thereto exceptfriendly amendments accepted by the <br />consent of maker of the motion, shall be entered into the minutes along with the vote thereon, whether they be <br />adopted, rejected or withdrawn. Drafts of ineeting minutes may be revised by staffto correct form and clarify intent, <br />such minor changes shall be noted in the copy of minutes forwarded for Council review. <br />Rule 11 Council Communications <br />Petitions, m�emorials,.and other communications addressed to the Council shah be presented by the presiding officer <br />or by a member in his/her place, or may -be read by the recorder at the request of a member or the presiding officer, <br />All petitions, memorials, and other communications which may be filed with, or delivered to the Manager prior tc <br />the meeting or session of the Council shall be brought before the Council by the Manager. <br />Rule 12 Ordinances <br />Any Council member may request the City Manager to prepare a proposed ordinance. There shall be a waiting <br />period for public comment and the conduct of additional research of at least two weeks between the initial <br />presentation of the ordinance and the final vote unless waived by unanimous vote of the council. <br />Rule 13 Policy Develupment <br />The Council may, by resolution, from time to time, adopt positions of policy regarding governance, financing an� <br />operations of City government. <br />2 <br />
