Segment 3: Ever�reen Park Parking: Lot <br />Segment 4: Fairview Communitv Center Parking. Lot <br />Segment 5: Oxford Street Water-main <br />In addition, staff recommends the following contingent award: <br />Segment 1-Neighborhood 32: Chatsworth Street, Lovell Avenue to Grandview Avenue <br />Lovell Avenue, Cul-de-sac to Chatsworth Street <br />Staff has been working with Rose of Sharon Manor on the vacation of the westerly portion of Lovel l <br />Avenue, and reconstructing the street as a parking lot. This design requires that the Rose of Sharon <br />Manor gain control of a tax forfeit parcel north of Lovel l Avenue. The northerly tax forfeit parcel <br />will be at the Ramsey County Auction on Apri126. Once they have acquired this parcel, they will <br />execute an agreement with the City of Roseville to commit to cost participation and financing. Staff <br />recommends awarding Segment 1- Neighborhood 32 contingent on the execution of an agreement <br />between Rose of Sharon Manor and the City of Roseville. <br />Policy objectives: Based on past practice, the City Council has awarded the contract to the lowest <br />responsible bidder. In the case of 2000 ContractB, the lowest bidder is T.A. Schifsky & Sons, Inc. of North <br />St. Paul, Minnesota. <br />Financial implications: We received three bids for 2000 Contract B. The engineer's estimate for 2000 <br />Contract B was $1,622,552.22. The low bid submitted by Central Landscaping is $1,377,240.34 or 15% <br />lower than the engineer's estimate. The following is a list of the bids received: <br />T. A.
