REQUEST FOR CITY COUNCIL ACTION
D A T E: 04/24/00
ITEM NO: J-2
ApprovaL• ManagerAbproved: Agenda Section:
Q1 2- ORDINANCES & RESOLUTIONS
Itemescription: City of Roseville request consideration and FIRST READING of an amendment
to Section 1007.0 lE (Building Height) of the Industrial District. (PF3201)
1.0 BACKGROUND
l.l Over the past few months the city has been approached by potential developers who are
interested in constructing laboratory, warehouse, and office facilities in industrially zones land.
In one such case, Horton, Inc. has purchased property off of Walnut Street for the purpose of
constructing their testing and corporate headquarters. The long-range plan for the proposed
Horton facility is to construct a four-story office, with a laboratory and warehouse testing
facility.
12 Section 1007.O1E limits structures in the industrial' district to a height of 45 feet. In the past
staff has interpreted the height to allow a structure of four stories. However, 45 feet is
generally too short for a four-story office structure using today's construction methods.
1.3 Staff has reviewed this code section and suggests clarifying the height limitation to allow
industrial uses/structures to a height of 45 feet, while allowing office structures to a height of
four stories. This would afford industrial companies the opportunity to have regional or
corporate office connected to research and design facilities.
2.0 STAFF RECOMMENDATION
2.1 Staff supports the proposed amendments to the City Code.
2.2 Staff recommended the Planning Commission and City Council consider the proposed
amendment (ordinance attached) to Section 1007.0 1 E, Building Height.
2.3 Staff would support a modification to this section of the ordinance that offers a conditional use
permit to those interested in more than four stories. Should the Council be so inclined to
consider the change, staff will provide background for discussion.
3.0 PLANNING COMMISSION ACTION
31 On Wednesday, Apri112, 2000, the Roseville Planning Commission held the public hearing
regarding the requested ordinance modification. The Commission discussed the difference
between a story limitation versus a height limitation and recommended (7-0) to amend Section
1007.07E Building Height as follows:
PF3201 - RCA (04/24/00) - Page 1 of 2
