neighborhood aesthetics, air and water quality, landscaping and green space, and the <br />neighborhood sense of place. <br />2) The City Code does not address church "surge" or peak hour parking in residential <br />areas. Adding on-site parking to serve minimal peak times can be a community physical <br />hardship since the hard surface reduces green space adj acent to public park space and <br />increases surface water management issues in the e�sting residential area. The City Code <br />does a11ow the City Council to determine parking needs for any use when not adequately <br />described in the Code and to approve dev:ces such as "proof of parking" plans to <br />supplement needed parking. <br />3) As a condition of approval of the variance request, the Church agrees to construct 27 paved <br />spaces, and to not pave at this time, a portion of the green space equivalent to 25 spaces <br />(7,500 s.f.) in the southeast comer of the Church lot adjacent to Bruce Russell Park, as shown <br />on exhibit "A". <br />4) The Church sha11 prepare and file with the City Community Development Director a"proof <br />of parking" plan as a condition of the variance and supply site plans for future on-site parking <br />of 25 vehicles (if determined to be needed and required by the City). Shuttle and shared ride <br />management plans shall be attempted by the Church. A parking plan by the Church shall <br />include nearby streets (within 4 blocks), nearby intersections, adjacent driveways, and e�sting <br />"higher density" parking and valet areas. The plan shall describe the thresholds that would <br />instigate the need to construct additional parking on the Church site. <br />5) To retain the "proof of parking" permit, the Church shall submit by June 1 each year a <br />report which includes a count of on-street Sunday parking use within 4 blocks of the Church <br />taken at 4 peak Sundays throughout the year. The report shall contain a comparison to the <br />established thresholds in the plan. The Church sha11 also report on on-street parking counts for <br />other events, especially weeknight social events. The Church is encouraged to hold an annual <br />neighborhood meeting and report on new neighborhood parking issues. <br />NOW THEREFORE BE IT RESOLVED by the City Council of the City of Roseville, <br />Minnesota, herein approves a variance for 25 required parking spaces, for Roseville Lutheran <br />Church, 12 15 Roselawn, based on the aforementioned findings and conditions. <br />BE IT FURTHER RESOLVED that the "proof of parking" permit, as a part of a variance, is <br />approved contingent filing the plan and annually submitting a report. <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />M e m b e r, and upon vote being taken thereon, the following voted in favor: <br />and the following voted against the sam�: <br />WHEREUPON said resolution was declared duly passed and adopted. <br />Q:�Planning Files�3209_RosevilleLuthChurch�Resolution_052200.doc <br />Page 2 of 2 <br />
