2.2 The site is zoned "B-2", Retail Business District; the Comprehensive Plan designates this site "B" <br />for business uses. In order to construct a private commercial monopole, the Zoning Code requires <br />a conditional use permit. <br />2.3 In conjunction with the application for a conditional use, the following documents have been <br />submitted and reviewed by staff in preparation of this report: <br />. narrative — April 6, 2000 <br />. investigation for pole location — April 21, 2000 <br />. site plan — April 6, 2000 <br />. graphic photo representation — April 6, 2000 <br />3.0 STAFF COMMENT & F1NDINGS <br />3.1 The applicant proposes a 67-foot tall monopole in the rear (west side) yard area of the Countryside <br />Restaurant. An associated four-foot by ten foot area is required for equipment storage (cabinets) <br />and is also a part of the conditional use permit application. The equipment supports the monopole <br />and would not exceed five feet in height. Section 1012.10A4 of the Roseville Zoning Ordinance <br />regulates private commercial antennas and towers. <br />3.2 Section 1013.01 .D of the Roseville Zoning Ordinance lists the criteria reviewed when considering <br />the issuance of a conditional use permit. The criteria are as follows: impact of parking; impact on <br />parks, streets, and other public facilities; compatibility of site plan, internal traffic circulation, <br />landscaping, and structures with contiguous properties; impact of the use on the market value of <br />contiguous properties; impact on the general public health, safety, and welfare; compatibility with <br />the City's Comprehensive Plan. <br />3.3 Staff has reviewed the development proposal with regard to the criteria in Section 10 13 .0 1.D of <br />the Roseville Zoning Ordinance and concludes the proposal meets these criteria. Specifically, the <br />proposed monopole and associated equipment structure will not create additional traffic nor the <br />need for additional public facilities. With proper screening and landscaping, the equipment <br />facility will not have an impact on surrounding property or values. There appears to be no impact <br />on general health, safety, and public welfare. In addition, the proj ect complies with the <br />Comprehensive Plan designation as a business use. <br />3.4 The applicant has provided information indicating the technical dead reception space surrounding <br />the C-2 at Snelling location and a brief description of the proposed coverage area of .75 mile <br />radius. <br />3.5 The proposed monopole is comprised of galvanized steel and has the antenna located in a cylinder <br />on the top of the pole. <br />3.6 The monopole will be located in the same location as the current rear parking lot light pole. This <br />location is near a sizeable stand of mature deciduous trees approximately 40 to 50 feet in height. <br />PF3207 RCA (052200) — Page 2 of 4 <br />
