8. Consider adoption of a solar access protection ordinances as more guidelines <br />become available. <br />9. Encourage development and planning of land to provide necessary public <br />access to surrounding properties. <br />10. Enforce City ordinances to ens�ire: a) protecticn of lives, health, and property; <br />and b) development consister t with thr Comprehensive Plan. <br />11. Promote a balanced tax base by: a) encouraging quality residential development <br />in established neighborhoods; and b) encouraging intensive quality <br />development of non-residential projects in appropriate areas as guided by the <br />Comprehensive Plan. <br />12. Where economically feasible, cooperate with other governmental agencies and <br />the private sector in planning and developing joint services or facilities which <br />avoid unnecessary duplication. <br />13. Provide for maintenance and adopt standards for further protection and <br />enhancement of natural ecological systems including lakes, natural and man- <br />made storm water ponding areas, aquifers, and drainage areas. Consider using <br />the Model Ordinances and Best Management Practices published by the State <br />or designated area-wide planning agencies, whichever is more protective of the <br />resource, especially in redevelopment situations. <br />14. Encourage aesthetically pleasing utility systems and public structures to <br />minimize adverse visual impacts on the City. Require new utility systems to be <br />placed underground where possible, and screening of utilities which must be <br />located above ground. <br />15. Encourage underground drainage systems in existing fully developed areas; <br />require on-site treatment ponding where prudent, and regional ponding <br />elsewhere. Establish a management plan that establishes standards. <br />16. Provide for and encourage opportunities for citizen participation of all levels of <br />planning and review. Encourage balanced representation on the Planning <br />Commission. <br />17. Consider the use of a Planning Study moratorium only as a last resort to reduce <br />potential land use conflicts. <br />18. Protect and enhance lakeshore i.d wetland within all development and <br />redevelopment projects: <br />Roseville Comprehensive Plan - 1998 Update Goals and Policies - Page 5 of 20 <br />
