4. Promote neighborhoods. Maintain and develop close knit neighborhoods for <br />single and multi unit dwellings. Create neighborhood and community identity <br />and scale; and improve community visual/aesthetic effect. <br />5. Encourage maintenance of existing housing and property. Upgrade current <br />homes and property to meet "move up" housing needs. Consistently upgrade <br />residential amenities, infrastructur�:, and other necessities to maintain and <br />improve property values. <br />6. Park and open space are valuable assets to our residential areas. Guide <br />residential development locating it adjacent to the City Park and Open System. <br />C. RESIDENTIAL POLICIES <br />The City will: <br />1. Adopt flexible standards for new single family and multi-family housing <br />developments to allow for innovative development and more efficient densities. <br />It is not the goal of the City to significantly increase overall residential densities. <br />a) Encourage higher quality mixed developments by allowing planned unit <br />developments as guided by the goals, policies, and performance <br />standards of the community with more dedication of park and open <br />space. <br />b) Where feasible or practical, integrate neighborhood oriented retail/ <br />service businesses (within walking distance) into the mixed used project. <br />Consider such mixed use developments in areas where change is already <br />underway such as the Twin Lakes and Center Pointe area, the Lexington <br />and "B" area, and the District 623 redevelopment site along Owasso. <br />c) Encourage innovative high quality planning and design in residentiai <br />developments that cater to the life style/life cycle of present and future <br />residents. Higher quality development may include such improvements <br />as masonry exteriors, higher window and wall insulation packages, <br />underground parking, more usable open space than normally required, <br />porches, landscaping, underground parking, and amenities packages <br />within each unit. <br />2. Encourage neighborhood interaction programs including community policing, <br />neighborhood watches, and maintenance associations. Prepare neighborhood <br />welcome or starter meetings to recognize the people who live in the <br />neiglihorhood.
