REQUEST FOR CITY COUNCIL ACTION <br />D A T E: OS/22/00 <br />ITEM NO: 1- s <br />epart nt Approval: M a er Approved: Agenda Section: <br />�-- LAND USE <br />Ite Description: Steve and Kristin Y�ungquist request for a variance from Section <br />1016.22A1(Non-Conformities) and Section 1016.26.B 1(Storm Water <br />Mana�ementl of the Roseville Citv��(PF32 <br />1.0 REQUESTED ACTION <br />l.l Steve and Kristin Youngquist, 391 Owasso Boulevard South, are requesting a variance <br />from Section 1016.22A1 and Section 1016.26B1 of the Roseville City Code to allow <br />redevelopment of the parcel with a single family residential home. <br />1.2 The Youngquist's former home and detached garage (dating back to 19 10) were removed <br />from the site to make way for a new 28 foot by 53 foot single family home (1,484 s.f. <br />footprint). The new structure would include a tuck-under garage, deck, and 2,400 <br />finished square feet, all meeting the applicable setbacks for residential shoreland <br />structures. <br />2.0 REVIEW of REQUEST <br />2.1 Section 10116.22A1(Non-Conformities) stipulates that non-conformities can continue <br />but are subj ect to applicable State Statutes and City Ordinance regarding alterations, <br />repair after damage, discontinuance of use, and intensification of use. The Youngquist's <br />propose to redevelop the parcel with a new single family home. A buildable pre-existing <br />non-conforming lot of record must have a minimum lot width of 70 feet (70% of the <br />standard 100 foot wide shoreland lot). The Youngquist lot is a pre-existing lot of record <br />with 40 feet of frontage along Lake Owasso and does not meet the 70% requirement and <br />requires a variance. <br />2.2 Section 1016.26B 1(Storm Water Management) requires all single-family lots within the <br />Shoreland Management District to ha re no more that 25% impervious site coverage. <br />Impervious area is considered as roof, sidewalk, patio, and driveway areas. The <br />Youngquist lot is 6,690 square feet in size that allows for an impervious area of 1,672 <br />square feet. The former home and sitP had an impervious calculation of 2,617 square feet <br />or 39%. The proposal indicates an i�:,�ervious calculation of 2,160 square feet or 32% <br />and required a variance. <br />2.3 The Youngquist's seek the variance to bring their non-conforming lot into conformity <br />with Roseville's Shoreland Ordinance and a variance to allow an additional 7% (456.63 <br />square feet) of impervious area. <br />PF32 10 — RCA (052200) Page I of 4 <br />
