Stephen & Kristin Youngquist
391 South Owasso Boulevard
Roseville, MN 55113
(651) 592-5115
April 21, 2000
The Explanation of Physical H.;.rdship that Makes a Variance
Necessary and Our Intent to Improve the Property which does not
Conform with the City Code:
We have lived at 391 South Owasso Boulevard for nine years. The
"existing" house is located on a 40' X 360" lot, deemed substandard.
Portions of the house are over 85 years old. There is dry rot on main
support beams and the basement has leaked profusely the entire
time we have lived there. The "existing" side yard set back on the
eastside of the house is 2.5 to 3 feet from the property line, which
does not meet current codes. The "existing" garage is 2 feet over the
property line — actually in the street.
With the "existing" house and garage the impervious site is over 35%
of the total lot size.
Our new house plans call for centering the structure in the middle of
the lot, thus conforming to all codes and regulations concerning
setbacks for a lot this size. The new garage will be attached and
located 30 feet from the property line, also meeting current codes.
The impervious site percentage will be reduced to less than 32% of
the total lot size.
Please see appropriate certificate of survey and building plans for
detail.
