impacts. The City Council on March 24, 1997 made its findings on the second EAW —
that there were no additional significant environmental impacts requiring an
Environmental Impact Statement.
3.2 Additional staff and consultant analysis were completed to address traffic and other issues
raised in the EAW comments and from the Planning Commission meeting, While traffic
was proj ected to increase on the site and adj acent to the site as the PUD was completed,
the road system had the capacity to handle the traffic.
3.3 Traffic volume and capacity were studied as pa.r of the Ryan project and within the
EAW. The study concluded that Cleveland Avenue (4 lanes), County Roads C(4 lanes)
and D(2 to 3 lanes), and the I-35W ramps had the capacity to handle the expected 8,000
vehicle trips per day. BRW recommended establishing thresholds for future
improvements (as needed) after the developments are in place, including turning lanes,
entry/exit ramps, and possibly new stoplights at Lydia and Cleveland Avenue.
3.4 In the 1997 traffic study, and again in the current proj ect review, staff found that hotel
traffic tends to do the reverse of Centre Pointe Business Park employees by entering the
site in the late afternoon or early evening and leaving the site by mid-morning. While
peak PM trips for the entire PUD may increase by 35 to 50 vehicles when the entire PUD
is completed, the overall daily volume may be down by 500 or more vehicle trips. CSM
projects 909 daily trips from the hotel project (7 trips /room). By comparison, an office
building of 70,000 s.f. would generate 560 to 630 trips (between 8 and 9 trips per 1,000
s.f. of office space similarly sized office facility). However, many of the business hotel
trips will be to or from hotel to businesses and/or restaurants within the PUD not on the
adjacent county road system. Because of the complete pathway and sidewalk systems,
staff expects further internal trip reductions because of pedestrian trips.
3.5 Ramsey County's Year 2000 Transportation Plan (completed by trc consultant SRF)
estimates the following volumes on roads near Centre Pointe.
Road Ramsey Cty.
