This decision indicated that the
Centre Poitte Business development did not have the "potential for significant
en wonmctal ". The intent of this letter is to assure the.City of Roseville that the
proposed development ofLot 4, Block of the Centre Point Business will be in
accordance t ,origit►al EAW and the anticipated changes in land use will result in
no potential for nificant environmental effects. Substantially, the context of this letter
will focua on the "Scoping Decision" section of the original EAW.
Traffic Analysis
A ttaffic study vas cotducted as part of the original EAW for the Centre Point Business
Park. Tbe study on+chtded that Cleveland Avenue could effectively accommodate the
traffic generated by the developed Business Park. The original development did not
assume a development such as the proposed hotel site.
RLK has roviewed the orignal traffic study prepared by BRW. The following is a
comparison oth ptroppsod Centre Pointe Business Park development with the BRW
base line trs'ic study condueted `March 24, 1997 for Cleveland Avenue. Attached are
tables that cwnpare.the BRW traffic generation estimtes to the proposed hotel
development.
Proposed changes that differ $om the BRW study include; an increase in General Office
space, elimination of'the Showroom/Warehouse use, a decrease in the size of the
Ofces: Hibbing .
